Guide to Overseas Credentials Evaluation Service

　　国（境）外学历学位认证是由教育部留学服务中心依据《国（境）外学历学位认证办法》与《国（境）外学历学位认证服务协议》，对国（境）外高等教育学历学位证书的合法性、真实性以及与我国相应学历学位的对应关系等作出专业性、技术性认定和说明的服务活动。为便于认证申请人了解认证流程和认证相关信息，特编写本指南供参考。

　　Overseas credentials evaluation service (hereinafter referred to as “OCES”) is a service provided by the Chinese Service Center for Scholarly Exchange (hereinafter referred to as the “CSCSE”), where CSCSE conducts professional and technical assessment and provides reports on the legitimacy and authenticity of overseas higher education qualifications and the corresponding relationship to equivalent academic degrees in China, in accordance with the Provisions for Overseas Credentials Evaluation and The Overseas Credentials Evaluation Service Agreement. This guide is compiled in order to assist applicants in understanding the evaluation process and related information.

　　 一、受理范围

　　申请人在以下机构学习获得的国（境）外正规合法高等教育学历学位证书:

　　（一）国外大学/高等教育机构；

　　（二）港澳台地区大学/高等教育机构；

　　（三）中国境内依法设立（办学）的中外合作办学机构（项目）。

　　I. Scope of Acceptance

　　Formal higher education degree certificates and diplomas obtained by applicants from legitimate overseas higher education institutions:

　　 1. Foreign universities or other higher educational institutions.

　　 2. Universities or other higher educational institutions in the Hong Kong/Macao Special Administrative Region, and the Taiwan region.

　　 3. Chinese-foreign cooperatively-run schools (programs) legally established (run) within the territory of mainland China.

　　注: 以上证书应当满足以下条件：

　　（一）上述机构应为所在国家或地区政府主管部门认可的合法、正规的高等教育机构；

　　（二）提供的学历学位课程有质量保证或者认可，学习经历符合所在国家或地区的法定学制要求；

　　（三）颁发的证书被所在国政府部门承认。

　　Note: The aforementioned credentials must meet the following criteria:

　　 1. The awarding institution must be a legitimate formal higher education institution accredited by the competent authorities in its country/region.

　　 2. The programs related to the qualifications are quality assured or officially recognized, and the learning process complies with the statutory requirements of the country/region.

　　 3. The credentials are recognized by the governmental departments of the country/region.

　　二、以下证书不在受理范围内

　　（一）中学文凭等非高等教育层次的文凭证书；

　　（二）外语培训或者其他非学历教育课程的毕（结）业证书；

　　（三）进修人员、访问学者的研究经历证明和博士后研究证明；

　　（四）国（境）外高等院校或者其他高等教育机构颁发的预科证明；

　　（五）国（境）外荣誉称号，以及无相应学习或者研究经历的荣誉学位证书；

　　（六）国（境）外各类执业资格证书。

　　II. The following credentials are not within the Scope of Acceptance:

　　1. Secondary school diplomas or other non-higher education diplomas or certificates.

　　2. Graduation (completion) certificates for language training or other non-degree programs.

　　3. Proof of research experience for training personnel, visiting scholars and postdoctoral researchers.

　　4. Foundation program certificates issued by overseas universities or other higher education institutions.

　　5. Overseas honorary titles, and honorary degree certificates without corresponding study or research experience.

　　6. Various overseas professional qualification certificates.

　　三、认证流程

　　申请注册：登录教育部留学服务中心网上服务大厅“学历学位认证”中的在线申请栏目进行注册；

　　实名认证：在统一用户身份认证系统用身份证号注册账号；

　　实人认证：使用“移民局12367”手机APP实人认证，获取8位个人授权码，授权留服中心获取出入境记录；

　　填写申请表：根据自身学位和学习经历准确填写申请内容；

　　上传材料：在对应的材料框内上传电子版申请材料；

　　在线支付：在线支付认证费；

　　注意事项：如需办理国（境）外学历学位认证申请，应当由申请人本人在留服中心网上服务大厅提交，不得委托他人或者代替他人提出申请。未成年人提交申请的，应当书面委托法定代理人办理申请。

　　III. Evaluation Process

　　Registration: Access the Online Application section under "Overseas Credentials Evaluation" in the CSCSE Online Service Hall to register.

　　Real-name authentication: Register an account using your ID number in the Unified User-identity Authentication System.

　　Real-person authentication: Use the "National Immigration Administration 12367" mobile app for real-person authentication to obtain an 8-digit authorization code, and to authorize CSCSE to access your Exit-Entry Records Database.

　　Complete application form: Follow the instructions and fill in the application form correctly.

　　Upload materials: Upload digital copies of the required application materials in the corresponding areas.

　　Online payment: Pay the evaluation fee online.

　　Notice: Applications for Overseas Credentials Evaluation shall be submitted by the applicants themselves via the CSCSE Online Service Portal. Delegating to others or submitting applications on behalf of others is prohibited. If the applicant is a minor, he/she shall entrust a legal guardian in writing to submit the application on their behalf.

　　四、申请材料

　　申请人需在线提供以下材料的电子扫描件：

　　（一）学历学位证书；

　　（二）学习期间使用的旅行证件（护照/通行证、签证与签注）；

　　（三）近期标准证件照片，底色不限；

　　（四）授权声明；

　　（五）其他相关材料；

　　建议申请人提供院校开具的官方完整成绩单等其他辅助材料。

　　IV. Application Materials

　　Applicants need to provide digital copies of the following materials online:

　　1. Degree certificate/diploma.

　　2. Travel documents used during study (passport, exit-entry permit, visa, and endorsement).

　　3. Recent standard ID photo (background color unrestricted).

　　4. Authorization Statement.

　　5. Other relevant materials.

　　It is recommended that applicants provide additional supporting documents such as complete official academic transcript.

　　五、认证时限

　　（一）分类管理

　　因核查渠道差异，不同国家（地区）文凭证书认证所需时间不同。留服中心对不同国家/地区（类别）的认证工作时限采取分类管理（详情参见《关于分类管理认证工作时限的通知》），主要情况如下：

认证周期	适用范围
10个工作日以内	美国、加拿大、中外合作办学的大部分院校
15个工作日以内	英国、法国、意大利、澳大利亚、新西兰、新加坡的大部分院校
20个工作日以内	其他国家/地区

　　注：以下情况可能导致认证工作周期延长

　　1. 颁证院校或核查机构因未能及时反馈核查结果的；

　　2. 因国内外法定节假日需顺延工作时间的；

　　3. 申请人未按要求及时补充有关辅助材料的。

　　如因颁证院校不予配合等原因需要申请人配合联络校方或补充提供相关材料，我中心将与认证申请人及时沟通。

　　教育部留学服务中心将根据拓展核查渠道的进展，及时公开认证工作时限分类的最新情况。

　　（二）不能提供加急服务

　　国（境）外学历学位认证分为初审、评估、核查、审核、复审等环节，其中评估、核查中一些环节需要在境外高校以及多部门配合下完成，存在诸多不可控因素，需要严格按程序进行，因此不能提供加急服务（详情参见《关于谨防中介代办造成认证风险的特别提醒》）。因颁证院校或核查机构未能及时反馈核查结果的，以及申请人未及时补充相关材料的，均可能导致认证工作周期延长。

　　（三）绿色通道

　　对博士学位等高层次人才，中心提供绿色通道，详见《高层次人才认证绿色通道办理须知》。

　　V. Evaluation Time

　　1. Categorized Management

　　Due to differences in verification channels, time for evaluating credentials from different countries/regions varies. CSCSE takes the approach of categorized management and has set the limits based on country/region (category) (see Notice on Categorized Management of Evaluation Time for details). A brief version is as follows:

Time	Scope
Within 10 working days	Most institutions in the USA and Canada. Most Chinese-foreign cooperatively-run schools (programs)
Within 15 working days	Most institutions in the UK, France, Italy, Australia, New Zealand, Singapore
Within 20 working days	Other countries/regions

　　The following circumstances may lead to an extension of the evaluation time:

　　 a. The awarding institution or verification agency fails to respond to the verification requests in time;

　　 b. Working days are postponed due to legal holidays;

　　 c. The applicant fails to provide required supporting materials in time.

　　CSCSE will keep in touch with the applicant if, e.g. the awarding institution refuses to cooperate, and the applicant is required to assist in contacting with the institution, or submit supporting materials. CSCSE will publicly update the latest classification of evaluation time in a timely manner based on the progress of expanding verification channels.

　　 2. No Expedited Service

　　The Overseas Credentials Evaluation involves multiple stages including preliminary check, assessment, verification, review, and re-evaluation. Certain steps within the assessment and verification stages require cooperation from overseas institutions and multiple departments, which must strictly follow normal procedures and involve many factors beyond control. Therefore, CSCSE is unable to provide expedited service to applicants (see Special Reminder on Guarding Against Risks of Using Agency Services for details). Delays may occur if the awarding institution or verification agency fails to respond verification requests promptly, or if the applicant fails to provide required supplementary materials in a timely manner.

　　 3. Priority Service

　　CSCSE provides a priority service for top-tier talents such as Ph.D. holders. Details can be found in Notice on Priority Service for Top-tier Talents.

　　六、认证费用

　　在线支付：认证费360元/份。

　　VI. Evaluation Fee

　　Online payment: RMB 360 per evaluation.

　　七、认证结果

　　（一）认证结果类型

　　1、认证通过：符合《国（境）外学历学位认证办法》规则要求的，出具认证书。

　　2、暂不认证：因不符合《国（境）外学历学位认证办法》规则要求暂不能出具认证书的，出具暂不认证通知单，可退还认证费用。

　　3、不予认证：申请人有提供虚假材料（信息）行为的，出具不予认证通知单，不退还认证费用。

　　（二）认证书包括下列内容：

　　1、申请人的个人信息；

　　2、证书颁发机构名称、资质，中外合作办学机构或者项目的合法性；

　　3、学历学位名称及颁授时间；

　　4、关于学历学位层次、学历与中国学位学历对应关系的表述；

　　5、留服中心盖章；

　　6、出具日期。

　　申请人如需纸质存档依据，可自行打印带有电子签章的电子版认证书。

　　VII. Evaluation Results

　　1. Result Categories

　　a. Evaluation Passed: If an application meets the requirements of the Provisions for Overseas Credentials Evaluation, an Evaluation Report is issued.

　　b. Evaluation Suspended: If an application does not currently meet the requirements of the Provisions, a Notice of Suspension is issued. The evaluation fee is refundable.

　　c. Evaluation Denied: Has the applicant provided fraudulent materials (information), a Notice of Denial is issued, and the evaluation fee will not be refunded.

　　2. Contents of The Evaluation Report:

　　a. Applicant"s personal information.

　　b. Name and qualification of the awarding institution; legitimacy of the Chinese-foreign cooperatively-run schools (programs).

　　c. Name and date of award/conferral of the degree/diploma.

　　d. Statement on the level of the degree/diploma and its comparability with the Chinese higher education system.

　　e. Seal of CSCSE.

　　f. Date of issue.

　　3. The Evaluation Report is issued in electronic form, and can be accessed via:

　　http://zwfwbl.cscse.edu.cn/homeView/contactUs?type=2

　　Applicants can print the digital report bearing the seal if a paper copy is needed for archival purposes.

　　八、认证复核

　　申请人对认证结果（认证书、暂不认证通知单、不予认证通知单）有异议的，可以自认证结果出具之日起 12 个月内向留服中心申请复核。复核仅能申请 1 次。留服中心不收取复核费用。

　　复核申请方式：申请人本人可通过登录学历学位认证申请系统在线提出。提交复核申请须说明复核理由，明确具体诉求，并提供相关证明材料。

　　VIII. Re-evaluation

　　Applicants who disagree with the evaluation results (Evaluation Report, Notice of Suspension, Notice of Denial) may apply to CSCSE for re-evaluation within 12 months from the date of issue of the first evaluation result. Re-evaluation can only be applied once. CSCSE does not charge for re-evaluation.

　　Apply for re-evaluation: Applicants can submit the request online via the Overseas Credentials Evaluation application system. When applying, the applicants must state the reasons for re-evaluation, specify the request, and provide supporting documents.

　　九、特别提示

　　请保证所提供的材料真实有效。如提供虚假材料或对材料信息进行篡改，留服中心将按照《国（境）外学历学位认证办法》予以公示，不退还认证费用。

　　IX. Special Notice

　　Please ensure all submitted materials are authentic and valid. If fraudulent materials or falsified information are provided, CSCSE will publicize the case according to the Provisions for Overseas Credentials Evaluation. The evaluation fee will not be refunded.
